Abstract: The article examines both civil society initiatives that seek to address the mass violence of 1965 and 1966 and the state’s responses to them. Unlike other political-transition contexts in the world, a transitional justice approach is apparently a formula that state authorities have found difficult to implement nationally for this particular case. The central government has, through its institutions, sporadically responded to some of the calls from civil society groups and has even initiated policy reforms to support such initiatives. Nevertheless, these responses were not sustained and any suggested programmes have always failed to be completed or implemented. Simultaneously, however, NGOs and victims are also voicing their demands at the local level. Many of their initiatives involve not only communities but also local authorities, including in some cases the local governments. In some aspects, these “bottom-up” approaches are more successful than attempts to create change at the national level. Such approaches challenge what Kieran McEvoy refers to as an innate “seductive” quality of transitional justice, but at the same time these approaches do, in fact, aim to “seduce” the state to adopt measures for truth and justice

In this article, we use a qualitative approach. This approach provided a comprehensive perspective and a deep understanding of a social phenomenon (Bryman, 2016, pp. 366–367) So, the data will serve by more sentences to give deep knowledge. We collect the data from written and interviews. There are six source people that we interview from 2018 to 2020. Five informants are ex-PKI political prisoners, and one is the chairman of the YPKP branch in West Sumatra. They are; Pak Ali Munar (77) in Bukittinggi, Ibu Manisma (85) in Bukittinggi; Ibu Zulbainar (80) in Padang Pariaman; Ibu Janiar (76) ini Padang Pariaman; and IbuYohana (79) in Padang Pariaman. We also interviewed Ibu Nadiani (80). Ibu Nadiani is the head of the YPKP West Sumatra Branch. She is not a former political prisoner; instead, she was affected by the 1965/66 violence be cause her husband Akhiar Boer (alm) was in detention. After all, the Government suspects he had a connection to PKI by his job as a teacher in BAPPERKI’s (Badan Permusyawaratan Kewarganegaraan Indonesia) School in Bukittinggi.

Abstrak
Artikel ini merupakan kajian sejarah yang membahas mengenai sebuah lembaga atau yayasan yang bernama YPKP 1965 (Yayasan Penelitian Korban Pembunuhan 1965). Sesuai dengan namanya yayasan ini berkomitmen untuk meneliti dan mengungkap kasuskasus pelanggaran HAM berat yang terjadi pada peristiwa 1965. Penelitian ini mengambil studi kasus pada YPKP 1965 cabang Sumatera Barat sebagai objek penelitian karena Sumatera Barat merupakan salah satu daerah dengan korban terbanyak di luar pulau Jawa. Sejak awal pendiriannya, YPKP 1965 konsisten untuk memperjuangkan hak-hak para ekstapol yang dilanggar dalam peristiwa 1965 seperti adanya penyiksaan, penangkapan sewenang-wenang, pemerkosaan, bahkan pembunuhan secara masal. Tujuan penulisan artikel ini adalah untuk mendeskripsikan perjuangan YPKP 1965 Sumatera Barat dalam memperjuangkan hak-hak tapol dan penyelesaian kasus pelanggaran HAM 1965. Penelitian ini menggunakan metode penelitian sejarah yang bertumpu pada empat langkah kegiatan yaitu heuristik, kritik sumber, interpretasi, dan historiografi. Hasil penelitian menunjukkan dalam perjuangannya eks-tapol melalui YPKP 1965 meminta pertanggungjawaban negara atas pelanggaran HAM tersebut dengan diadakannya rekonsiliasi, rehabilitasi dan kompensasi. Tidak dilakukannya penggungkapan kasus pelanggaran HAM dan pemberian sanksi terhadap kejahatan HAM masa lalu akan menjadi inspirasi di kemudian hari bagi mereka yang kuat dan berkuasa untuk menghalalkan segala cara termasuk melanggar HAM demi mempertahankan kekuasaan yang dimilikinya.

Sustainability Yayasan Perlindungan Korban Pembunuhan 65 (YPKP 65) Dalam Wacana Negara Tentang Anti-Komunisme – Muhammad Rezza
Ketika peran negara minimalis dalam penegakkan HAM terkait peristiwa 1965, disinilah peran masyarakat, khususnya organisasi masyarakat sipil (CSO) perlu merangkul para penyintas dan bersama-sama menuntut dikembalikannya hak asasi mereka yang telah direnggut oleh Negara dengan paksa. Salah satu Lembaga Swadaya Masyarakat (berikutnya disingkat menjadi LSM) yaitu YPKP 65 (Yayasan Perlindungan Korban Pembunuhan 1965) aktif dalam kegiatan ini. LSM yang salah satu pendirinya merupakan sastrawan Indonesia peraih Nobel, Pramoedya Ananta Toer dengan tegas berdiri pada sikap menentang kejahatan-kejahatan yang pernah dilakukan pada masa orde baru. Pertanyaan pada tulisan kali ini ialah bagaimana mereka dapat mempertahankan identitas, fokus tujuan utama, dan kerekatan antar anggotanya di tengah wacana nasional anti-komunisme?

ABSTRACT
Indonesia is one of the countries that embraced democracy in system administration. Indonesia has proved it by holding presidential and vice presidential election directly. Besides the Indonesian people freely organizing meetings and talking freely to express opinions, criticism, or even overseeing the governance system. Freedom of religion is a manifestation of the democratic state. The dynamics of the Non-Governmental Organization (NGO) was born along with the birth of a new order of the early 1970s. The birth of this order to the economic development paradigm and focusing on economic growth, had an impact on short-term plans, medium and long-national development, which is implemented in the five year plan. NGO as a partner of government to accelerate the process of national development in all fields. This research will be directed to find out how YPKP activity as well as how the interaction / relationship dynamics YPKP with the Government. Murder Victims Research Foundation 1965/1966 (YPKP 65) is the organization’s first victim in Indonesia fighting for the enforcement of human rights on Human Tragedy 1965/1966. YPKP 65 judging cases of crimes against humanity 1965/1966 has not been seriously considered in law and politics of the country. During the 12 years of reform, none of the political elite, both in Parliament and in the executive, even in the judiciary investigate cases in 1965. After analysis, it appears that YPKP 65 Pati Regency consolidate internally and externally by holding regular meetings so that the communication that exists among members of intertwined smoothly, as did the communications against similar organizations lainnya.YPKP 65 Pati regency using communication media / communication channels that are electronically for obtain information related to the organization’s objectives.
